FORCES (DSF) TACTICAL LAW ENFORCEMENT POSITIONS
1. THIS IS A JOINT CGPC AND DOG MESSAGE. THE ASSIGNMENT YEAR 2009
(AY09) INTERVIEW, EVALUATION, SCREENING AND ASSESSMENT FOR ENLISTED
PERSONNEL INTERESTED IN DSF TACTICAL LAW ENFORCEMENT (LE) POSITIONS
IS 20-26 APR 08 AT MASSACHUSETTS MILITARY RESERVATION (MMR). THIS
PROCESS IS SPECIFICALLY FOR MBRS DESIRING ASSIGNMENT TO THE
FOLLOWING TACTICAL LE POSITIONS: MARITIME SECURITY RESPONSE TEAM
(MSRT) DIRECT ACTION SECTION (DAS); MARITIME SAFETY AND SECURITY
TEAMS (MSST) MLE/FP SECTION; AND TACTICAL LAW ENFORCEMENT TEAMS
(TACLET) LAW ENFORCEMENT DETACHMENTS (LEDETS). MBRS DESIRING TO
FILL OTHER POSITIONS WITHIN THESE UNITS DO NOT NEED TO PARTICIPATE
IN THIS PROCESS. THE DEADLINE FOR APPLICATION IS 21 MAR 08.
2. MISSION: MBRS ASSIGNED TO TACTICAL LE POSITIONS CONDUCT
HOMELAND SECURITY, MARITIME LAW ENFORCEMENT AND SPECIAL MISSION
OPERATIONS USING ADVANCED TACTICS AND PROCEDURES. THESE BILLETS
ARE MENTALLY AND PHYSICALLY DEMANDING AND INVOLVE HIGH RISK
TRAINING AND OPERATIONS. ONE CAN ANTICIPATE UNIT TRAINING TO
CONSIST OF:
A. ADVANCED MARITIME LAW ENFORCEMENT TACTICS AND PROCEDURES
INCLUDING CLOSE QUARTERS COMBAT.
B. ADVANCED SHOOTING SKILLS AND WEAPONS HANDLING PROFICIENCY.
C. VERTICAL INSERTION TECHNIQUES.
D. MISSION PLANNING AND OPERATIONAL RISK MANAGEMENT SKILLS.
E. ADVANCED FIRST AID.
3. SCREENING AND ASSESSMENT: MBRS WILL UNDERGO A SEVEN-DAY TDY
SCREENING TO ASSESS PERSONNEL FOR ASSIGNMENT TO DSF TACTICAL LE
BILLETS. DURING STRESS INDUCED SCENARIO BASED EVENTS, MBRS WILL BE
EVALUATED ON INITIATIVE, LEADERSHIP, TEAMWORK AND PROFESSIONALISM.
CANDIDATES UNABLE TO PARTICIPATE DUE TO COMMAND VALIDATED
OPERATIONAL COMMITMENTS SHOULD IMMEDIATELY CONTACT THE POC LISTED
IN PARA 10 BELOW TO DISCUSS THEIR SITUATION. MBRS CURRENTLY IN A
DSF TACTICAL LAW ENFORCEMENT POSITION OR WHO HAVE SUCCESSFULLY
PASSED THE SCREENING PROCESS, DO NOT NEED TO COMPLETE ANOTHER
ASSESSMENT.
4. ELIGIBILITY: MBRS IN PAY GRADES E-4 TO E-7 IN ANY RATE WHO
ARE TOUR COMPLETE IN AY09 ARE ELIGIBLE TO APPLY. MBRS SHOULD STUDY
APPLICABLE COMDT MLE REFS AND ARRIVE PHYSICALLY PREPARED. PRIOR TO
BEING ASSIGNED TO A DSF, MBR WILL NEED TO HOLD A SECRET CLEARANCE
OR HAVE A SECURITY CLEARANCE QUESTIONNAIRE (SF-86) FILED WITH THEIR
UNIT SECURITY MANAGER.
5. SCREENING APPLICATION PROCESS:
A. MBR ACTION: CREATE A NEW E-RESUME IN DIRECT ACCESS AND
COMPLETE THE CANDIDATE QUESTIONNAIRE.
(1) CREATING E-RESUME: GO TO HOME > SELF SERVICE > EMPLOYEE >
TASKS > CREATE E-RESUME. CHANGE "POSITION SOURCE" TO ADVANCED
TRAINING > CHANGE "JOB FAMILY" TO PO > CLICK "SEARCH." MENU
APPEARS, CLICK ON THE JOB BASKET "CHECK BOX" TO SELECT THE
"MARITIME TACTICAL LAW ENFORCEMENT" THEN CLICK "ADD SELECTED TO JOB
BASKET." CLICK ON "VIEW JOB BASKET," > "ADD SELECTED TO JOB
BASKET" BOX. THIS ACTION WILL OPEN A NEW SCREEN. ENSURE THAT
"MARITIME TACTICAL LAW ENFORCEMENT" APPEARS. > WHEN YOU SEE YOUR
SELECTION IN YOUR JOB BASKET AS DESIRED, CLICK THE YELLOW BOX
"APPLY FOR JOBS IN BASKET" TO PROCEED WITH THE E-RESUME SUBMISSION.
IN STEP 12, ENSURE ENDORSER'S EMPLID IS ENTERED AND THE YELLOW
ARROW NEXT TO "MARITIME TACTICAL LAW ENFORCEMENT" IS CLICKED IN

HAND COLUMN ON YOUR SCREEN. ONCE "MARITIME TACTICAL LAW
ENFORCEMENT" IS IN THE RIGHT HAND COLUMN OF YOUR SCREEN, CLICK
"NEXT" AT THE BOTTOM OF YOUR SCREEN > STEP 13 CLICK "SUBMIT". ONCE
YOU SELECT "SUBMIT", YOUR E-RESUME IS COMPLETE. YOU SHOULD RECEIVE
A VERIFICATION E-MAIL FROM DIRECT ACCESS INDICATING YOUR E-RESUME

COMMENTS AS OUTLINED ON QUESTIONNAIRE. FAX TO DG-78, 202-493-1198,
AS INDICATED ON THE FORM. ERESUME AND QUESTIONNAIRE SHALL BE
SUBMITTED AT THE SAME TIME.
C. MBRS UNABLE TO CONNECT TO DIRECT ACCESS DUE TO VESSELS BEING
UNDERWAY OR OTHER EXTENUATING CIRCUMSTANCES, MAY COMMUNICATE THEIR

D. TO ENSURE RECEIPT OF ERESUME AND QUESTIONNAIRE, MBRS SHALL

ARE COMPLETED BY THEIR COMMAND.
6. THE DOG WILL PROVIDE TONOS FOR THE ASSESSMENT AND SELECTION. LT
SCIORTINO WILL FORWARD ADDITIONAL TRAVEL INFORMATION PRIOR TO THE
ASSESSMENT.
7. MBRS MUST ARRIVE FOR THE SCREENING WITH:
A. COPY OF CURRENT PHYSICAL EXAM AND COMPLETE MEDICAL
RECORD. MBR IS AUTHORIZED TO HAND CARRY MEDICAL RECORDS IAW THE
COAST GUARD MEDICAL MANUAL, COMDTINST M6000.1C, CHAPTER 4.A.5.C(2)
(A).
B. COPY OF CURRENT WEAPONS QUALIFICATIONS.
8. ASSIGNMENT PROCESS: POST ASSESSMENT, CGPC-EPM WILL BE PROVIDED
A LIST OF CANDIDATES THAT SUCCESSFULLY SCREENED FOR FURTHER
CONSIDERATION IN THE AY09 ASSIGNMENT PROCESS. CANDIDATES WHO
PARTICIPATE IN AND SUCCESSFULLY COMPLETE THE ENTIRE SCREENING
PROCESS WILL BE GIVEN STRONG CONSIDERATION FOR ASSIGNMENT TO
AVAILABLE DSF TACTICAL BILLETS. HOWEVER, COMPLETING THE ASSESSMENT
AND SELECTION DOES NOT GUARANTEE ASSIGNMENT TO A DSF AS ALL
ASSIGNMENT DECISIONS ARE BASED PRIMARILY ON NEEDS OF THE SERVICE.
MBRS THAT SUCCESSFULLY SCREENED AND DESIRE ASSIGNMENT TO A DSF MUST
SUBMIT AN E-RESUME IAW EPM GUIDELINES FOR AY09 VACANT SPECIAL
ASSIGNMENT AND RATED POSITIONS. MBRS SHALL ENTER INTO COMMENTS
"SUCCESSFULLY SCREENED FOR DSF TACTICAL LE DUTY." SUBMISSION
DEADLINE FOR AY09 SPECIAL ASSIGNMENT AND RATED E-RESUMES WILL BE
PUBLISHED IN FUTURE ALCGENLS.
