1. REFS A AND B DESCRIBED INITIAL ACTIONS TAKEN IN ALIGNMENT WITH A
COMMANDANTS LEADERSHIP ADVISORY COUNCIL (LAC) INITIATIVE TO EXAMINE
POTENTIAL GAPS IN LEADERSHIP DEVELOPMENT FOR MID-GRADE OFFICERS.
THIS MESSAGE PROVIDES FEEDBACK TO THE FIELD REGARDING EARLY RESULTS
FROM THIS ANALYSIS AND PROJECTED FOLLOW ON EFFORTS RELATED TO THIS
MULTI-STAGE PROCESS.
2. TRACEN YORKTOWNS PERFORMANCE TECHNOLOGY CENTER (PTC) HAS
COMPLETED ITS LEADERSHIP GAP ANALYSIS OF THE 28 COAST GUARD
LEADERSHIP COMPETENCIES FOR MID-GRADE OFFICERS. THE ANALYSIS
INCLUDED RIGOROUS EXAMINATION OF ORGANIZATIONAL DATA, FOCUSED
INTERVIEWS WITH COAST GUARD SENIOR LEADERSHIP AND THE PERSPECTIVES
OF THE FIELD AS CAPTURED THROUGH AN ONLINE SURVEY.
3. WHEN CONSIDERED TOGETHER, THESE THREE SOURCES OF DATA
INTERSECTED TO INDICATE THAT THE GREATEST SERVICE WIDE GAP EXISTED
IN THE LEADERSHIP COMPETENCIES OF STRATEGIC THINKING, POLITICAL
SAVVY, HUMAN RESOURCE MANAGEMENT (PARTICULARLY MANAGEMENT OF
CIVILIANS), AND VISION DEVELOPMENT AND IMPLEMENTATION.
4. A LINK TO THE ON-LINE SURVEY ALONG WITH A SOLICITATION FOR INPUT
WAS E-MAILED DIRECTLY TO EVERY O3, O4, AND O5 IN MID SEPTEMBER. IN
ADDITION, THE SURVEY WAS OPENED TO ALL INTERESTED MEMBERS THROUGH
THE COAST GUARD LEADERSHIP WEB SITE AS ANNOUNCED IN REF B. THE
RESPONSE RATE FOR THIS SURVEY SIGNIFICANTLY EXCEEDED INDUSTRY
STANDARDS FOR VALIDITY ACHIEVING 53 PERCENT PARTICIPATION ACROSS
THE TARGETED POPULATION. THE SURVEY CLOSED AFTER SIX WEEKS TO
ENABLE TIMELY ANALYSIS AND CORRELATION WITH OTHER FOR FINDINGS OF
THE STUDY.
5. IN THE MONTHS AHEAD, I ANTICIPATE THAT THE PTC WILL WORK IN
CONJUNCTION WITH THE LDC AND THE OFFICE OF LEADERSHIP AND
PROFESSIONAL DEVELOPMENT TO INVESTIGATE PERFORMANCE
SOLUTIONS/INTERVENTIONS FOR EACH OF THE FOUR COMPETENCIES WITH
IDENTIFIED GAPS.
6. I APPRECIATE THE TIME AND CANDOR THAT EACH SURVEY RESPONDENT
INVESTED IN THIS PROCESS. YOUR INPUT HAS HELPED TO ENSURE THAT ANY
INTERVENTIONS DEVELOPED TO ENHANCE THE LEADERSHIP CLIMATE OF
TOMORROWS ORGANIZATION WILL REFLECT OUR ORGANIZATIONAL REALITIES.
