4. ACCIDENT ANALYSIS REVEALS THAT THE MAIN CAUSES OF FATAL MOTOR
VEHICLE ACCIDENTS INCLUDE FAILURE TO UTILIZE SEATBELTS, SPEED,

RENTAL MARKET SURVEY OF HOUSING DATA. RUNZHEIMER INTERNATIONAL
(RZI) OF ROCHESTER, WISCONSIN, UNDER CONTRACT TO SECDEF, ASSISTS IN
THE COLLECTION OF THE HOUSING MARKET DATA. UNDER SECDEF DIRECTION,

A. COAST GUARD MORALE, WELL-BEING, AND RECREATION MANUAL,
COMDTINST M1710.13(SERIES)
1. THE COAST GUARD TRUST FUND BOARD RECENTLY APPROVED THE NAF YEAR
2008 CENTRAL MWR BUDGET. THIS BUDGET PROVIDES FOR A STRAIGHT PER
CAPITA DISTRIBUTION OF 35 DOLLARS PER ACTIVE DUTY BILLET ON THE
PERSONNEL ALLOWANCE LIST (PAL). BEGINNING IN NAF YEAR 2008, ALL
UNITS WILL BE RECEIVING A STRAIGHT PER CAPITA DISTRIBUTION AND REF
(A) WILL BE AMENDED TO REFLECT THIS CHANGE. THIS CHANGE IMPLEMENTS
THE PER CAPITA DISTRIBUTION GOAL PREVIOUSLY ANNOUNCED.
2. COLA FOR THOSE ELIGIBLE NAF EMPLOYEES IS 3.0 PERCENT FOR NAF
YEAR 2008 AND WILL BE EFFECTIVE IN THE PAY PERIOD BEGINNING 10 FEB
2008.
3. THE COST OF THE HEALTH CARE PREMIUMS FOR OUR NAF EMPLOYEES
ENROLLED IN THE NAF EMPLOYEE HEALTH CARE PLAN WILL INCREASE
APPROXIMATELY 12 PERCENT FOR NAF YEAR 2008. COMMANDS SHOULD NOTE
THAT THEY PAY 75 PERCENT OF THE TOTAL PREMIUM WHILE OUR EMPLOYEES
PAY 25 PERCENT. BOTH THE EMPLOYER AND EMPLOYEE WILL SEE THIS
INCREASE. ALL NAF EMPLOYEES CURRENTLY ENROLLED IN THE PLAN WILL BE
RECEIVING A LETTER DIRECTLY FROM COMDT (CG-103) REGARDING THIS
INCREASE AND A POSSIBLE LOWER COST HEALTH CARE OPTION. THE REVISED
PREMIUM DEDUCTIONS WILL TAKE AFFECT DURING THE NAF PAY PERIOD
COMMENCING 27 JAN 08. SINCE OUR INSURANCE COSTS ARE EXPERIENCE-
BASED AND OUR EMPLOYEE POOL IS RELATIVELY SMALL AND AGING, WE
CONTINUE TO BE FORCED TO MAKE DIFFICULT CHANGES TO THE HEALTH CARE
PROGRAM AVAILABLE TO OUR NAF EMPLOYEES IN ORDER TO KEEP HEALTH CARE
COSTS AFFORDABLE FOR OUR NAF PROGRAMS AND THE PARTICIPATING
EMPLOYEES. IN NAF YEAR 2008, WE WILL AGAIN LOOK AT CHANGES TO THE
HEALTH CARE PLAN OFFERED TO OUR EMPLOYEES TO MAKE IT AFFORDABLE AND
COMPETITIVE.
4. THE EMPLOYERS SHARE OF NAF EMPLOYEE RETIREMENT FOR THOSE NAF
EMPLOYEES ENROLLED IN THE NAF RETIREMENT PLAN IS 5.94 PERCENT FOR
NAF YEAR 2008.
5. FINALLY IN NAF YEAR 2008, COMMANDS WITH MWR NAF EMPLOYEES
INCURRING WORKERS COMPENSATION EXPENSES WILL BE REQUIRED TO PAY THE
FIRST 5,000 DOLLARS OF THE EXPENSES ASSOCIATED WITH EACH EMPLOYEES
CLAIM. COMMANDS WILL BE INVOICED FOR THIS EXPENSE IN FEB 09 AFTER

PROGRAM, THE SEACARD WILL REPLACE PAPER REQUISITIONS UNDER DESC

DEMONSTRATED LEADERSHIP ABILITY, EXEMPLARY PERFORMANCE OF COAST

3. CWO WILLAFORD SERVES AS THE SHORESIDE SECURITY DIVISION CHIEF AT
PSU 305, A POSITION NORMALLY HELD BY A MORE SENIOR OFFICER. HIS
LEADERSHIP OF THE SECURITY DIVISION WAS INSTRUMENTAL TO HIS UNIT
ACHIEVING A SCORE OF 97.25% AT THEIR MOST RECENT TAILORED UNIT
TRAINING ACTIVITY-FINAL EXERCISE PROBLEM (TUTA-FEP). A PROACTIVE
OFFICER, HE COMPLETED THE UNIFIED COMMAND COURSE AT TEXAS A&M
UNIVERSITY, IS QUALIFIED TO SERVE IN ANY POSITION IN THE NATIONAL
INCIDENT MANAGEMENT SYSTEM INCIDENT COMMAND STRUCTURE (NIMS-ICS)
AND IS A MEMBER OF THE HAMPTON ROADS MARITIME SECURITY COMMITTEE.
HIS CIVIC ACCOMPLISHMENTS AS A VOLUNTEER FIREFIGHTER AND SECTOR
CAPTAIN OF A CLEAN THE BAY WORK CREW HAVE EARNED HIM THE MILITARY
OUTSTANDING VOLUNTEER SERVICE MEDAL.

1. IN 2004, COMDT (CG-4) AND COMDT (CG-6) COMPLETED A COMPREHENSIVE
ANALYSIS OF THE COMPETENCIES NEEDED FOR ENGINEERING AND C4IT
POSITIONS THROUGHOUT THE COAST GUARD. USING PROGRAM, UNIT, AND SME
INPUT, THE COMPETENCIES SETS REQUIRED FOR EACH ENGINEERING AND C4IT
POSITION WERE IDENTIFIED, DEVELOPED AND ENTERED INTO DIRECT ACCESS.
THESE COMPETENCIES CLEARLY IDENTIFY THE SKILLS NEEDED BY OUR
WORKFORCE TO PROVIDE SUPPORT TO THE OPERATIONAL COMMANDER IN
MEETING MISSION EXECUTION OBJECTIVES.
2. REF A ANNOUNCED THE PROMULGATION OF THE COMPETENCY MANAGEMENT
SYSTEM, A DETAILED INSTRUCTION ON PROCEDURES FOR UPDATING
COMPETENCIES ON POSITIONS AND INDIVIDUALS, AS WELL AS HOW TO
REQUEST THE CREATION OR CHANGING OF COMPETENCIES. SINCE ITS
PROMULGATION, ONLY 25-30 PERCENT OF THE ENGINEERING AND C4IT
WORKFORCE HAVE HAD EARNED COMPETENCIES RECORDED IN DIRECT ACCESS.
3. COMPETENCIES ARE A VITAL PIECE OF INFORMATION THAT CAN BE USED
BY OPERATIONAL AND SUPPORT COMMANDERS IN DETERMINING THE RIGHT MIX
OF RESOURCES TO EMPLOY DURING ROUTINE AND EMERGENT OPERATIONS.
ADDITIONALLY, USING COMPETENCIES WILL ASSIST ASSIGNMENT OFFICERS IN
PROVIDING UNITS WITH PERSONNEL WHO HAVE THE REQUIRED SKILL SETS.
ALTHOUGH NOT THE ONLY TOOL AVAILABLE TO THE ASSIGNMENT OFFICERS,
REF B DOES SPECIFY THAT COMPETENCIES WILL PLAY A ROLE IN

4. FROM A WORKFORCE MANAGEMENT PERSPECTIVE, POSITION COMPETENCIES
SHOW THE SKILL SETS REQUIRED, WHILE COMPETENCIES ASSIGNED TO
PERSONNEL IDENTIFIES THE SKILL POOL AVAILABLE TO SATISFY POSITION
COMPETENCY REQUIREMENTS. THIS INFORMATION WILL PROVIDE US WITH THE
ABILITY TO IDENTIFY GAPS BETWEEN SUPPLY AND DEMAND AND WILL HELP
PROGRAM MANAGERS MITIGATE SHORTAGES, AND IMPROVE PROGRAMS AND
PROCESSES TO ENSURE MEMBERS ARE FULLY CAPABLE OF MEETING MISSION

PERSONNEL WITHIN A COMDT (CG-4) OR COMDT (CG-6) MANAGED
SPECIALTY/RATING SHOULD HAVE THEIR EARNED COMPETENCIES IDENTIFIED
AND ASSIGNED TO THEM IN DIRECT ACCESS. OFFICERS IN THE ENG50-58
SERIES, MGT26, AVI61-64 SERIES, OPS74 SPECIALTIES, CWOS IN THE AVI,
ELC, ENG, ISM, MAT, F(AND)S SPECIALTIES, AND THE AET, AMT, AST, DC,
EM, ET, IT, MK, AND SK RATINGS ARE TO ENSURE THEIR COMPETENCIES ARE
ENTERED IN DIRECT ACCESS NLT 30 MAR 2008. MEMBERS CAN VIEW THEIR
COMPETENCIES IN DIRECT ACCESS UNDER HOME - SELF SERVICE - EMPLOYEE
- VIEW - MEMBER INFO ADDITIONAL. DESCRIPTIONS AND REQUIREMENTS FOR
COMPETENCIES CAN BE FOUND IN THE COMPETENCY DICTIONARY ON CG

6. IAW REF C, COMMANDS ARE REQUIRED TO REVIEW PERSONNEL

PREPARING FOR THE ASSIGNMENT SEASON. ONLY THE SERVICING PERSONNEL
