1. IN 2004, COMDT (CG-4) AND COMDT (CG-6) COMPLETED A COMPREHENSIVE
ANALYSIS OF THE COMPETENCIES NEEDED FOR ENGINEERING AND C4IT
POSITIONS THROUGHOUT THE COAST GUARD. USING PROGRAM, UNIT, AND SME
INPUT, THE COMPETENCIES SETS REQUIRED FOR EACH ENGINEERING AND C4IT
POSITION WERE IDENTIFIED, DEVELOPED AND ENTERED INTO DIRECT ACCESS.
THESE COMPETENCIES CLEARLY IDENTIFY THE SKILLS NEEDED BY OUR
WORKFORCE TO PROVIDE SUPPORT TO THE OPERATIONAL COMMANDER IN
MEETING MISSION EXECUTION OBJECTIVES.
2. REF A ANNOUNCED THE PROMULGATION OF THE COMPETENCY MANAGEMENT
SYSTEM, A DETAILED INSTRUCTION ON PROCEDURES FOR UPDATING
COMPETENCIES ON POSITIONS AND INDIVIDUALS, AS WELL AS HOW TO
REQUEST THE CREATION OR CHANGING OF COMPETENCIES. SINCE ITS
PROMULGATION, ONLY 25-30 PERCENT OF THE ENGINEERING AND C4IT
WORKFORCE HAVE HAD EARNED COMPETENCIES RECORDED IN DIRECT ACCESS.
3. COMPETENCIES ARE A VITAL PIECE OF INFORMATION THAT CAN BE USED
BY OPERATIONAL AND SUPPORT COMMANDERS IN DETERMINING THE RIGHT MIX
OF RESOURCES TO EMPLOY DURING ROUTINE AND EMERGENT OPERATIONS.
ADDITIONALLY, USING COMPETENCIES WILL ASSIST ASSIGNMENT OFFICERS IN
PROVIDING UNITS WITH PERSONNEL WHO HAVE THE REQUIRED SKILL SETS.
ALTHOUGH NOT THE ONLY TOOL AVAILABLE TO THE ASSIGNMENT OFFICERS,
REF B DOES SPECIFY THAT COMPETENCIES WILL PLAY A ROLE IN
ASSIGNMENTS.
4. FROM A WORKFORCE MANAGEMENT PERSPECTIVE, POSITION COMPETENCIES
SHOW THE SKILL SETS REQUIRED, WHILE COMPETENCIES ASSIGNED TO
PERSONNEL IDENTIFIES THE SKILL POOL AVAILABLE TO SATISFY POSITION
COMPETENCY REQUIREMENTS. THIS INFORMATION WILL PROVIDE US WITH THE
ABILITY TO IDENTIFY GAPS BETWEEN SUPPLY AND DEMAND AND WILL HELP
PROGRAM MANAGERS MITIGATE SHORTAGES, AND IMPROVE PROGRAMS AND
PROCESSES TO ENSURE MEMBERS ARE FULLY CAPABLE OF MEETING MISSION
NEEDS.
5. TO IMPROVE VISIBILITY OF THE SUPPLY SIDE OF COMPETENCIES, ALL
PERSONNEL WITHIN A COMDT (CG-4) OR COMDT (CG-6) MANAGED
SPECIALTY/RATING SHOULD HAVE THEIR EARNED COMPETENCIES IDENTIFIED
AND ASSIGNED TO THEM IN DIRECT ACCESS. OFFICERS IN THE ENG50-58
SERIES, MGT26, AVI61-64 SERIES, OPS74 SPECIALTIES, CWOS IN THE AVI,
ELC, ENG, ISM, MAT, F(AND)S SPECIALTIES, AND THE AET, AMT, AST, DC,
EM, ET, IT, MK, AND SK RATINGS ARE TO ENSURE THEIR COMPETENCIES ARE
ENTERED IN DIRECT ACCESS NLT 30 MAR 2008. MEMBERS CAN VIEW THEIR
COMPETENCIES IN DIRECT ACCESS UNDER HOME - SELF SERVICE - EMPLOYEE
- VIEW - MEMBER INFO ADDITIONAL. DESCRIPTIONS AND REQUIREMENTS FOR
COMPETENCIES CAN BE FOUND IN THE COMPETENCY DICTIONARY ON CG
CENTRAL AT HTTP://CGCENTRALWEB.USCG.MIL/CLINK/00000164.
6. IAW REF C, COMMANDS ARE REQUIRED TO REVIEW PERSONNEL
COMPETENCIES ANNUALLY AND POSITION COMPETENCIES BIANNUALLY.
IDEALLY, THESE REVIEWS SHOULD BE CONDUCTED IN CONCERT WITH
PREPARING FOR THE ASSIGNMENT SEASON. ONLY THE SERVICING PERSONNEL
OFFICE (SPO) CAN ADD COMPETENCIES TO A MEMBERS RECORD. FOR DETAILED
INSTRUCTIONS ON HOW TO ADD COMPETENCIES TO MEMBERS IN DIRECT
ACCESS, SEE HTTP://WWW.USCG.MIL/HQ/PSC/PS/. SEARCH UNDER
COMPETENCIES.
7. COMMANDS SHOULD ENSURE THAT MEMBER COMPETENCIES ARE RECORDED IN
DIRECT ACCESS, AS WELL AS REVIEW THE COMPETENCIES ASSIGNED TO UNIT
POSITIONS. COMMANDS MAY VIEW POSITION COMPETENCIES AND THE
INCUMBENT MATCH IN CG CENTRAL. TO VIEW, NAVIGATE TO YOUR UNIT PAGE,
UNIT MEASURES, SELECT THE TRAINING TAB AND THEN POSITION BASED
COMPETENCIES. REQUESTS TO CHANGE POSITION COMPETENCY ASSIGNMENTS
OR REQUEST NEW COMPETENCY CREATION SHALL BE DONE IAW REF C.
8. YOUR EFFORTS WILL IMPROVE THE VISIBILITY OF OUR SKILL NEEDS
WITHIN THE SUPPORT COMMUNITIES. THIS ENHANCED VISIBILITY WILL
ENSURE PROGRAM MANAGERS ARE ABLE TO MAKE INFORMED DECISIONS
REGARDING OUR WORKFORCE, TRAINING, AND BUDGET NEEDS AND HELP UNITS
BETTER IDENTIFY SKILLS NEEDED TO ENSURE CONTINUED SUPERIOR MISSION
EXECUTION.
