1. THIS MESSAGE PROVIDES CHANGES, GUIDANCE, AND DIRECTION REGARDING
THE COAST GUARD ELECTRONIC TEST EQUIPMENT PROGRAM OUTLINED IN REF A.
IN SUPPORT OF THE COMMANDANT'S "ONE COAST GUARD" DIRECTION, THE COAST
GUARD HAS ESTABLISHED A CENTRAL ELECTRONIC TEST EQUIPMENT PROGRAM
OFFICE, ADMINISTERED BY NAVSEA TMDE (TEST MEASUREMENT AND DIAGNOSTIC
EQUIPMENT) IN PORTSMOUTH, VA.  THE PROGRAM OFFICE WILL PROVIDE
COMPLETE GENERAL PURPOSE ELECTRONIC TEST EQUIPMENT (GPETE) AND
LIMITED SPECIAL PURPOSE ELECTRONIC TEST EQUIPMENT (SPETE) MANAGEMENT
SERVICES FOR THE MLC SUPPORTED COAST GUARD C4IT COMMUNITY.  THIS
INCLUDES CUTTERS, LORAN STATIONS, ELECTRONIC SUPPORT DETACHMENTS,
ELECTRONIC SUPPORT UNITS, COMMUNICATION STATIONS, AND NAVAL
ENGINEERING SUPPORT UNITS MARINE SAFETY AND SECURITY TEAMS. ALL
SUPPORTED UNITS ARE DIRECTED TO PROVIDE MAXIMUM ASSISTANCE AND
COOPERATION IN THIS EFFORT. THE PROGRAM IS NOT PRESENTLY FUNDED TO
PROVIDE COMPREHENSIVE SUPPORT TO HEADQUARTERS UNITS OR THE AVIATION
COMMUNITY, HOWEVER, IN AN EFFORT TO MINIMIZE GPETE MODEL VARIATIONS
AND MAXIMIZE OVERALL READINESS, THE PROGRAM OFFICE WILL PROVIDE THESE
UNITS WITH ASSISTANCE IN DETERMINING STANDARD MODELS FOR PROCUREMENT
AND ACCREDITED LABORATORY INFORMATION FOR CALIBRATION.
2.  SERVICES PROVIDED BY THE PROGRAM OFFICE INCLUDE:
A.  SHIP/SHORE PORTABLE ELECTRICAL/ELECTRONIC TEST EQUIPMENT
REQUIRMENTS LIST (SPETERL) TAILORED FOR EACH SUPPORTED UNIT.
B.  FLEET LOGISTIC SYSTEM (FLS) CONFIGURATION DATA MANAGEMENT
SERVICES FOR GPETE.
C.  IDENTIFICATION AND FUNDING OF ACCREDITED CALIBRATION LABS FOR
GPETE SUSTAINMENT AT SUPPORTED COAST GUARD UNITS.
D.  IDENTIFICATION OF EXCESS GPETE FOR REDISTRIBUTION/DISPOSAL.
E.  PREPARATION OF MONTHLY AND QUARTERLY GPETE CALIBRATION SCHEDULES
FOR EACH SUPPORTED UNIT.
F.  MANAGEMENT OF GPETE LOAN POOL TO PROVIDE EXPEDITED DELIVERY OF
CALIBRATED GPETE AS REQUIRED.
G.  DIRECT AND TIMELY (MAXIMUM TWO BUSINESS DAY RESPONSE TIME)
CUSTOMER SUPPORT USING A STANDARD TEST EQUIPMENT (TE) HELP E-MAIL

H.  PROACTIVE PLANNING AND BUDGETING FOR TEST EQUIPMENT
STANDARDIZATION, MODERNIZATION AND REPAIR.
3.  THE PRIMARY GOAL OF THIS PROGRAM IS TO PROVIDE FIELD TECHNICIANS
WITH CALIBRATED GPETE THAT MEETS THE TECHNICAL SPECIFICATIONS
REQUIRED BY THE RESPECTIVE SYSTEM SUPPORT AGENT (SSA), SYSTEM
DEVELOPMENT AGENT (SDA), AND PREVENTATIVE MAINTENANCE MANAGER.
CENTRALIZED MANAGEMENT OF GPETE WITHIN THE ORGANIZATION IS VITAL TO
THE DELIVERY OF TIMELY REPAIR, CALIBRATION, MODERNIZATION, AND
DISPOSITION SERVICES. CONSEQUENTLY, A SIGNIFICANT SAVINGS IN THE
AREAS OF TRAINING AND SUPPORT ARE ANTICIPATED AS THIS MANAGEMENT
METHOD WILL ALLOW FOR A PRO-ACTIVE APPROACH TOWARD STANDARDIZATION
AND MODERNIZATION OF THE ORGANIZATION'S GPETE. ACCURATE ALLOWANCING
WILL REDUCE ANNUAL SUPPORT EXPENDITURES AS EXCESS GPETE IS IDENTIFIED
AND REMOVED FROM SERVICE.
4.  EFFECTIVE OCTOBER 1, 2007, THE PROGRAM OFFICE ASSUMED FLEET
LOGISTIC SYSTEM (FLS) CONFIGURATION DATABASE MANAGEMENT ROLES FOR
UNITS THAT HAVE COMPLETED A GPETE INVENTORY VERIFICATION.  PER
REFERENCE B, ALL MLC SUPPORTED UNITS ARE REQUIRED TO MAINTAIN
ACCURATE CONFIGURATION DATA WITHIN FLS, INCLUDING ELECTRONIC TEST
EQUIPMENT RECORDS. DIRECTIONS FOR VIEWING UNIT FLS CONFIGURATION DATA
MAY BE OBTAINED AT THE TEST EQUIPMENT PROGRAM CGCENTRAL HOME PAGE:
HTTP://CGCENTRALWEB.USCG.MIL/CLINK/00000807. REQUESTS FOR GPETE DATA
CORRECTIONS WITHIN THE FLS DATA BASE SHALL BE ROUTED TO THE PROGRAM
OFFICE USING THE TE HELP EMAIL ADDRESS: COASTGUARD_TE_HELP(AT)
NAVY.MIL. SIGNED DD-1149, DD-1348-1, OR CG-5269 DOCUMENTATION MAY BE
REQUIRED FOR PERMANENT CONFIGURATION CHANGES.
5.  GPETE CALIBRATION WILL BE CONDUCTED AT ACCREDITED LABS IDENTIFIED
BY THE PROGRAM OFFICE FOR THE RESPECTIVE UNIT. THE PROGRAM OFFICE
WILL PROVIDE DESIGNATED CALIBRATION LAB INFORMATION, DIRECTIONS, AND
CONTACT INFORMATION ON THE UNIT'S MONTHLY AND QUARTERLY SCHEDULE.
CALIBRATION, REPAIR, REPLACEMENT, AND MODERNIZATION COST ESTIMATES
ARE DEPENDENT UPON AN ACCURATE INVENTORY OF EACH UNIT'S ELECTRONIC
TEST EQUIPMENT CONFIGURATION WITHIN FLS. IN ADDITION TO INVENTORIES,
CURRENT CALIBRATION DUE DATES, VALID GPETE POINT OF CONTACT (POC) AND
SUPERVISOR POC INFO (OPS, EMO OR SENIOR ET/EM) FOR MONTHLY AND
QUARTERLY RECALLS ARE REQUIRED TO ENSURE SEAMLESS COORDINATION
BETWEEN THE PROGRAM OFFICE, CALIBRATION FACILITIES, AND THE SUPPORTED
UNIT.  IN ORDER TO ENSURE THE ACCURACY OF TEST EQUIPMENT
CONFIGURATION DATA AND INVENTORY SCHEDULING, CALIBRATION LABS WILL BE
PROVIDED A MASTER INVENTORY OF EACH UNIT'S GPETE INVENTORY (EXTRACTED
FROM FLS) AND WILL ONLY BE AUTHORIZED TO PROVIDE SERVICES FOR THOSE
ITEMS.  UNITS THAT SUBMIT GPETE FOR CALIBRATION THAT IS NOT ON THE
MASTER INVENTORY WILL BE REQUIRED TO USE UNIT FUNDS TO PAY FOR ANY
SERVICES RECEIVED.
6. GPETE REPAIR, MODERNIZATION, AND DISPOSAL REQUESTS SHALL BE
INTIATED BY THE UNIT USING THE TE HELP E-MAIL ADDRESS.  THE PROGRAM
OFFICE WILL DETERMINE THE MOST EFFECTIVE METHOD FOR REQUEST
FULFILLMENT BASED ON UNIT NEEDS, GPETE SERVICABILITY, AND AVAILABLE
PROGRAM FUNDING.
7.  SPETERLS ARE THE GOVERNING DOCUMENTS FOR DETERMINING GPETE
ALLOWANCES. SPETERLS ARE BASED ON THE ELECTRONIC PRIME SYSTEMS BEING
SUPPORTED BY THE UNIT. MOST SPETERLS HAVE ALREADY BEEN DELIVERED. ANY
UNIT NOT CURRENTLY IN POSSESSION OF THEIR UNIT-SPECIFIC SPETERL
SHOULD CONTACT THE PROGRAM OFFICE DIRECTLY VIA THE TE HELP E-MAIL
ADDRESS. SPETERLS SHOULD BE REVIEWED FOR ACCURACY BY THE UNIT
SUPERVISOR TO ENSURE THAT MODELS AND QUANTITIES REQUIRED MATCH ACTUAL
UNIT NEEDS, AND PROVIDE FEEDBACK TO THE PROGRAM OFFICE AS REQUIRED.
TEST EQUIPMENT NOT REQUIRED TO CONDUCT MAINTENANCE OR REPAIR OF PRIME
SYSTEMS LISTED WILL BE CLASSIFIED AS EXCESS UNLESS A VALID USE IS
IDENTIFIED AND REPORTED TO THE PROGRAM OFFICE. EXCESS TEST EQUIPMENT
WILL BE EVALUATED BY THE PROGRAM OFFICE FOR RE-DISTRIBUTION OR
DISPOSAL.
8. THE FOUNDATION FOR THIS INITIATIVE HAS BEEN ESTABLISHED.
CALIBRATION LABS HAVE BEEN FUNDED TO CALIBRATE USCG GPETE.  A REPAIR
FACILITY HAS BEEN IDENTIFIED TO COMPLETE THOSE REPAIRS THAT EXCEED
THE 14-DAY CALIBRATION TURNAROUND TIME REQUIRED BY THE TEST EQUIPMENT
PROGRAM.  A LOAN POOL OF READY FOR ISSUE GPETE ITEMS HAS BEEN
ESTABLISHED TO FILL SHORT TERM REQUIREMENTS AND PROVIDE PERMANENT
REPLACEMENTS FOR UNITS THAT HAVE GPETE WHICH CANNOT BE REPAIRED
WITHIN 14 DAYS.  BASELINE SPETERLS HAVE BEEN DEVELOPED FOR SUPPORTED
UNITS.  THE TEST EQUIPMENT PROGRAM HOME PAGE ON CGCENTRAL IS BEING
UPDATED REGULARLY WITH INFORMATION SUCH AS THE LATEST TEST
MEASUREMENT AND DIAGNOSTIC EQUIPMENT INDEX, WHICH PROVIDES THE USER
WITH STANDARD GPETE MODEL AND ASSOCIATED PRIME SYSTEM INFORMATION. A
TEST EQUIPMENT PROGRAM USER GUIDE IS UNDER DEVELOPMENT.  A REVISION
TO THE TEST EQUIPMENT SECTION OF REFERENCE C IS BEING PREPARED TO
REFLECT PROGRAM CHANGES.
