SUBJ: CHANGES TO THE OFFICER EVALUATION SYSTEM (OES)
A. PERSONNEL MANUAL, COMDTINST M1000.6(SERIES)
1. THIS MSG ANNOUNCES AN IMPORTANT CHANGE TO THE OES.
2. EFFECTIVE 1 APRIL 2008 ACTIVE DUTY CWO4 OFFICERS WHO HAVE AT
LEAST ONE FULLY DOCUMENTED CWO4 OER IN THEIR OFFICIAL RECORD AT
CGPC AND CONTINUE TO MEET THE EXPECTED HIGH STANDARD OF
PERFORMANCE, MAY SUBMIT A CONTINUITY OER THEREAFTER.  CONTINUITY
OERS WILL BE SUBMITTED UNDER THE CRITERIA DESCRIBED IN ARTICLE
10.A.3.A.5 OF REF A.
3. THE FOLLOWING PROVISIONS APPLY TO CWO4 OFFICERS SUBMITTING
CONTINUITY OERS:
A) OERS ARE AN ESSENTIAL TOOL IN PERSONNEL MANAGEMENT DECISIONS,
INCLUDING ASSIGNMENTS.  OFFICERS ARE STRONGLY ENCOURAGED TO
CONSIDER THE IMPACT OF SUBMITTING CONTINUITY OERS.  A SUPERVISOR
SHALL INCLUDE THE FOLLOWING LANGUAGE IN SECTION 2 OF A CONTINUITY
OER: "OFFICER STATES THAT HE/SHE HAS REVIEWED THE PROVISIONS OF
ARTICLE 10.A.3.A.5., AND CONCURS WITH THE DECISION TO SUBMIT THIS
CONTINUITY PURPOSES ONLY OER."
B) WHERE ANY MEMBER OF THE RATING CHAIN, INCLUDING THE REPORTED-ON
OFFICER, HAS INFORMATION DEEMED SIGNIFICANT ENOUGH TO REPORT FOR
THE PERIOD THE OER COVERS, ARTICLE 10.A.4.C PROCEDURES APPLY.
C) CWO4 OFFICERS CONSIDERING APPLYING FOR CWO TO LT APPOINTMENT, A
DIRECT COMMISSION, OR OCS CANDIDACY SHOULD NOT APPLY THIS OER
OPTION BECAUSE IT COULD ADVERSELY IMPACT THEIR OPPORTUNITY OF
SELECTION.
D) CWO4 OFFICERS WHO DO NOT MEET THE EXPECTED HIGH STANDARD OF
PERFORMANCE MAY NOT APPLY THIS OPTION.
4.  THE NEXT UPDATE TO REF A WILL REFLECT THE CHANGE DESCRIBED IN
THIS MSG.
5. COMMANDS ARE HIGHLY ENCOURAGED TO PROVIDE WIDEST DISSEMINATION
TO ALL ACTIVE DUTY AND RESERVE OFFICERS AND TO CIVILIAN RATING
CHAIN MEMBERS.
