CGMS.CGBlog to cease posting new messages: ALCOAST 110/08, REVISED INTERNET RELEASE AUTHORIZATION POLICY FOR OFFICIAL COAST GUARD RECORD MESSAGES

We here at AN UNOFFICIAL COAST GUARD BLOG have decided to stop posting Internet releasable Coast Guard messages here at this site.

You will find new messages at the official Coast Guard website on the announcements page. We encourage you to bookmark that page and/or subscribe, directly from the Coast Guard, to the RSS feeds for message traffic.

Why'd we stop? Last week, the Coast Guard released ALCOAST 110/08 which we discussed on our primary site and is republished below.

Our posting here was fairly labor intensive, but, we thought, necessary in order to provide the most up-to-date information about the Coast Guard. Since the Coast Guard Headquarter's communications center will now post all Internet messages, and no other person is authorized to place message traffic from inside the CGDN to the Internet by any means, we believe our CGMS site is no longer viable.

The Coast Guard Reserve message traffic is also no longer posting, nor is Fred's Place.

While we are disappointed that the messages do not have the full headers -- so there's no way to tell who originated the message or when the message was released -- we believe the Coast Guard is listening to the voice of the customer and responding (albeit, we believe, currently with an incomplete solution which does not fully meet the expressed customer and stakeholder needs). We hope that the Coast Guard C4IT community will post headers on the messages so that the originator and DTG can be seen and will provide RSS feeds with the full message content rather than just the subject line. We are in awe that the Coast Guard was able to implement this current system in a matter of days from our first suggestion, and we also know that continuous improvement is a Coast Guard watchword.

1.  THE INFORMATION BELOW IS INTENDED TO EMPHASIZE THE IMPORTANCE
OF THE OVERSEAS TRANSFER PROCESS AND THE NEW DEPENDENT MEDICAL AND
DENTAL SCREENING PROCESS.
2. GENERAL.
 A.  MEMBERS ANTICIPATING ASSIGNMENT TO AN OVERSEAS UNIT ARE
REMINDED TO INITIATE THE OVERSEAS SCREENING PROCESS AS OUTLINED IN
EXHIBIT 4.H.1 OF REF (A) WITHIN 10 DAYS OF RECEIPT OF OVERSEAS PCS
ORDERS.  IT IS THE MEMBERS RESPONSIBILITY TO ENSURE TIMELY,
COMPLETE AND ACCURATE INFORMATION IS PROVIDED FOR AN EFFECTIVE
COMMAND OVERSEAS SCREENING.
 B.  TRANSFERRING COMMANDS ARE REMINDED TO CONDUCT THOROUGH, IN-
PERSON INTERVIEWS WITH MEMBERS AND THEIR SPOUSES (IF APPLICABLE) TO
ENSURE SUITABILITY FOR OVERSEAS ASSIGNMENT.  TRANSFERRING COMMANDS
SHOULD NOT DELAY PROCESSING OF THE ADMIN PORTION DUE TO A DELAY IN

TRANSFERRING COMMANDS SHALL SEND A MESSAGE TO THE ENTRY APPROVAL
POINT AND COPY CGPC (EPM-2 OR OPM-2 AS APPLICABLE) AND THEIR CHAIN
OF COMMAND IF UNABLE TO MEET THE SCREENING DEADLINES.
 C.  ENTRY APPROVAL POINTS THAT DO NOT RECEIVE AN OVERSEAS
SCREENING APPROVAL REQUEST FROM THE TRANSFERRING COMMAND WITHIN
FIFTEEN (15) DAYS OF THE ISSUANCE OF ORDERS WILL NOTIFY CGPC, THE
RECEIVING COMMAND, THE TRANSFERRING COMMAND, AND THEIR CHAIN OF
COMMAND (VIA MESSAGE).  NON-RECEIPT OF SCREENING PACKAGES COULD
LEAD TO DENIAL OF ENTRY APPROVAL.
 D.  MEMBERS ARE ADVISED THAT THE ALASKA MARINE HIGHWAY SYSTEM HAS
SIGNIFICANTLY REDUCED SERVICE FROM BELLINGHAM, WA TO ALASKA.
MEMBERS WITH PCS ORDERS TO D17 SHOULD ARRANGE FERRY TRANSPORTATION
AS SOON AS POSSIBLE.
3.  DEPENDENT SCREENING.
 A.  ALL DEPENDENTS ARE REQUIRED TO BE SCREENED USING THE OVERSEAS
SCREENING FOR ACTIVE DUTY DEPENDENTS (EXHIBIT 4.H.2 OF REF (A)).
TO INITIATE THE SCREENING PROCESS, DEPENDENTS MUST SIGN AND SUBMIT
TWO (2) COPIES OF THE DD FORM 2870 ALONG WITH PART I AND II, WHICH
WILL BE COMPLETED BY THE DEPENDENTS PRIMARY HEALTH CARE PROVIDER,
WHO WILL THEN FORWARD TO THE TRANSFERRING COMMAND MEDICAL STAFF.
ENTRY APPROVAL POINTS WILL SEND OUT THE PRE-ENTRY APPROVAL
GUIDELINES THAT WILL CONTAIN THE PROPER MEDICAL POC INFORMATION FOR
THE RECEIVING COMMAND MEDICAL STAFF WHO ARE REQUIRED TO ENDORSE
PART II OF DD FORM 2870.  FAXING THE FORMS TO THE RECEIVING COMMAND
MEDICAL STAFF IS ACCEPTABLE.
 B.  WHEN THE SCREENING PACKAGES ARE COMPLETE FOR ALL DEPENDENTS,
THE TRANSFERRING COMMAND MEDICAL STAFF CAN THEN ENDORSE SECTION
FIVE OF THE COMMAND CHECKLIST FOR OVERSEAS SCREENING (EXHIBIT
4.H.1) PRIOR TO COMMAND ENDORSEMENT.
 C.  FAILURE TO COMPLETE THIS PROCESS IN A TIMELY MANNER COULD
RESULT IN SIGNIFICANT DELAY OR DENIAL OF OVERSEAS ENTRY APPROVAL
FOR DEPENDENTS AND/OR UNACCOMPANIED TOUR FOR THE MEMBER.

1. REF A ANNOUNCED THE COMMANDANTS COMMITMENT AND PLAN TO ENHANCE
THE MARINE SAFETY PROGRAM. THIS ALCOAST ANNOUNCES IMMEDIATE STEPS,
DIRECTED BY THE COMMANDANT, THAT ARE BEING TAKEN IN FY08 TO INJECT
CRITICAL CIVILIAN MARINE SAFETY EXPERTISE TO THE SECTORS. THE
PERSONNEL ADDITIONS ARE A DOWN-PAYMENT ON AN AMBITIOUS MULTI-YEAR
RESOURCE PLAN PROJECTED TO ADD HUNDREDS OF MARINE SAFETY BILLETS TO

DOCUMENTATION (MMLD) IMPROVEMENTS CURRENTLY UNDERWAY ARE AN EXAMPLE
OF HOW WE WILL FIX SOME LONGSTANDING COMPLAINTS. ULTIMATELY,

HAVE SAID THEY LOST THE COMPLETE TRUST THEY ONCE HAD IN THE COAST
GUARD AND ARE FEARFUL OF RETRIBUTION IF THEY CHALLENGE THE COAST
GUARDS CONDUCT.
3. WE MUST CHANGE THIS PERCEPTION. AMERICAS POSITION IN THE GLOBAL
ECONOMY, PUBLIC AND ENVIRONMENTAL SAFETY, AND POST 9/11 SECURITY
ARE AT STAKE. THE NEED FOR MARITIME INDUSTRY-GOVERNMENT COOPERATION
AND PARTNERSHIP HAS NEVER BEEN MORE IMPORTANT. THE COAST GUARDS
OBLIGATION TO THE SAFETY AND SECURITY OF AMERICA IS SHARED BY THE
MARITIME INDUSTRY AND ENHANCED BY WORKING COOPERATIVELY WITH
INDUSTRY AT ALL LEVELS. OPENNESS AND TRANSPARENCY WILL BE THE
HALLMARKS OF OUR MARITIME INTERACTION.
4. BOARDING TEAM MEMBERS, MARINE INSPECTORS, PORT STATE CONTROL
EXAMINERS, FACILITY EXAMINERS AND THEIR SUPERVISORS SHALL ENCOURAGE
OPEN COMMUNICATION WITH MARINERS AND OTHER MEMBERS OF INDUSTRY.
5. DISRUPTION IN THE NORMAL FLOW OF COMMERCE IMPACTS MANY PARTIES
IN THE SUPPLY CHAIN. WE HAVE CLEARLY ESTABLISHED APPEAL PROCEDURES
WHEN WE MAKE A DECISION THAT COULD HAVE NEGATIVE IMPACTS ON A
LICENSED MARINER OR ON THE MARITIME INDUSTRY. THE EXERCISE OF
APPEAL IS A RIGHT WE STRONGLY SUPPORT. QUESTIONS, DIFFERENCES OF
PROFESSIONAL OPINION, AND APPEALS ARE NORMAL AND IMPROVE THE
CONDUCT OF BUSINESS. WE MUST BE AS ACCEPTING OF THESE AS PRAISE.
ATTEMPT TO RESOLVE PROBLEMS AT THE LOWEST LEVEL POSSIBLE AND BE

INDUSTRY IN ROUND TABLE DISCUSSIONS TO UNCOVER WHAT IS GOOD AND BAD
WITH OUR CURRENT PRACTICES SO IMPROVEMENTS CAN BE MADE.  I EXPECT
SIMILAR MARITIME INDUSTRY ENGAGEMENT AT EVERY LEVEL OF THE COAST
GUARD FOLLOWED BY AGGRESSIVE ACTION TO ADDRESS PROBLEM AREAS.

8. AS SOON AS POSSIBLE, USCG SECTOR COMMANDERS SHALL SOLICIT CANDID

AND FACILITY OPERATORS WHO HAVE A SIGNIFICANT STAKE IN MARINE

THAT CAN BE ACTED UPON.  DISTRICTS SHALL HOLD A SECTOR CONFERENCE
TO INCLUDE COTP/OCMI, PREVENTION AND RESPONSE REPS TO DISCUSS THE
FEEDBACK, DETERMINE A COURSE OF ACTION FOR THOSE THAT MERIT ACTION
AND THEN CLOSE THE LOOP WITH INDUSTRY ON ACTIONS TAKEN. NATIONAL
LEVEL RECOMMENDATIONS SHALL BE VETTED THROUGH AREA COMMANDERS AND
FORWARDED TO THE ASSISTANT COMMANDANT FOR MARINE SAFETY, SECURITY
AND STEWARDSHIP (CG-5) BY 1 JUNE 2008 FOR CONSIDERATION IN THE
COAST GUARDS MARINE SAFETY IMPROVEMENT EFFORTS. MY GOAL IS TO PURGE
THE PAST AND RESET FOR THE FUTURE. OPEN COMMUNICATION, CRITICAL
SELF-EXAMINATION, AND A WILLING TRANSPARENCY ARE HALLMARKS OF GREAT
ORGANIZATIONS, INCLUDING THE COAST GUARD.

1. I AM SAD TO REPORT THE PASSING OF REAR ADMIRAL J. DAVID SPADE,
USCG, RETIRED. AFTER A LONG BATTLE WITH CANCER, HE DIED ON TUESDAY,
26 FEB 2008 IN TAMPA, FL. HE WAS 64.
2. A MEMORIAL SERVICE WILL BE HELD AT THE CG ACADEMY CHAPEL ON A
DATE TO BE ANNOUNCED BY FUTURE ALCOAST.
3. ADMIRAL SPADE WAS A 1965 GRADUATE OF THE COAST GUARD ACADEMY AND
RETIRED IN 1999. HE SERVED WITH DISTINCTION THROUGHOUT HIS CAREER
AND WAS KNOWN FOR HIS STRONG LEADERSHIP AND IMPACT ON MANY COAST
GUARD MEN AND WOMEN. THOUGH HE WAS A COMMITTED CUTTERMAN, SERVING
ABOARD SIX CUTTERS AND COMMANDING THREE, HIS INTERESTS AND TALENTS
WERE BROAD IN SCOPE. HE WAS AN ECONOMICS INSTRUCTOR AT THE COAST
GUARD ACADEMY AND SERVED ON THE FACULTY OF THE INDUSTRIAL COLLEGE
OF THE ARMED FORCES. IN THESE ASSIGNMENTS, HE TAUGHT MANY OF THE
OFFICERS IN SENIOR LEADERSHIP POSITIONS IN THE COAST GUARD AND
GOVERNMENT TODAY. AS A REAR ADMIRAL, HE WAS APPOINTED DEPUTY
COMMANDER OF JOINT INTERAGENCY TASK FORCE EAST AND LATER COMMANDED
THE THIRTEENTH COAST GUARD DISTRICT.
4. THOSE HE LED DESCRIBED HIM AS A LEADER WHO ALWAYS SAW THE BEST
IN PEOPLE, AND CHALLENGED THEM TO STRIVE TO REACH THEIR FULL
POTENTIAL. ADMIRAL SPADE ALSO SERVED HIS COMMUNITY BEYOND THE COAST
GUARD, AND WAS TWICE HONORED AS A "NAVY LEAGUER OF THE YEAR" FOR

1. THIS MESSAGE PROVIDES CHANGES, GUIDANCE, AND DIRECTION REGARDING
THE COAST GUARD ELECTRONIC TEST EQUIPMENT PROGRAM OUTLINED IN REF A.
IN SUPPORT OF THE COMMANDANT'S "ONE COAST GUARD" DIRECTION, THE COAST
GUARD HAS ESTABLISHED A CENTRAL ELECTRONIC TEST EQUIPMENT PROGRAM
OFFICE, ADMINISTERED BY NAVSEA TMDE (TEST MEASUREMENT AND DIAGNOSTIC
EQUIPMENT) IN PORTSMOUTH, VA.  THE PROGRAM OFFICE WILL PROVIDE
COMPLETE GENERAL PURPOSE ELECTRONIC TEST EQUIPMENT (GPETE) AND
LIMITED SPECIAL PURPOSE ELECTRONIC TEST EQUIPMENT (SPETE) MANAGEMENT
SERVICES FOR THE MLC SUPPORTED COAST GUARD C4IT COMMUNITY.  THIS
INCLUDES CUTTERS, LORAN STATIONS, ELECTRONIC SUPPORT DETACHMENTS,
ELECTRONIC SUPPORT UNITS, COMMUNICATION STATIONS, AND NAVAL
ENGINEERING SUPPORT UNITS MARINE SAFETY AND SECURITY TEAMS. ALL
SUPPORTED UNITS ARE DIRECTED TO PROVIDE MAXIMUM ASSISTANCE AND
COOPERATION IN THIS EFFORT. THE PROGRAM IS NOT PRESENTLY FUNDED TO
PROVIDE COMPREHENSIVE SUPPORT TO HEADQUARTERS UNITS OR THE AVIATION
COMMUNITY, HOWEVER, IN AN EFFORT TO MINIMIZE GPETE MODEL VARIATIONS
AND MAXIMIZE OVERALL READINESS, THE PROGRAM OFFICE WILL PROVIDE THESE
UNITS WITH ASSISTANCE IN DETERMINING STANDARD MODELS FOR PROCUREMENT
AND ACCREDITED LABORATORY INFORMATION FOR CALIBRATION.
2.  SERVICES PROVIDED BY THE PROGRAM OFFICE INCLUDE:
A.  SHIP/SHORE PORTABLE ELECTRICAL/ELECTRONIC TEST EQUIPMENT
REQUIRMENTS LIST (SPETERL) TAILORED FOR EACH SUPPORTED UNIT.
B.  FLEET LOGISTIC SYSTEM (FLS) CONFIGURATION DATA MANAGEMENT
SERVICES FOR GPETE.
C.  IDENTIFICATION AND FUNDING OF ACCREDITED CALIBRATION LABS FOR
GPETE SUSTAINMENT AT SUPPORTED COAST GUARD UNITS.
D.  IDENTIFICATION OF EXCESS GPETE FOR REDISTRIBUTION/DISPOSAL.
E.  PREPARATION OF MONTHLY AND QUARTERLY GPETE CALIBRATION SCHEDULES
FOR EACH SUPPORTED UNIT.
F.  MANAGEMENT OF GPETE LOAN POOL TO PROVIDE EXPEDITED DELIVERY OF

H.  PROACTIVE PLANNING AND BUDGETING FOR TEST EQUIPMENT
STANDARDIZATION, MODERNIZATION AND REPAIR.
3.  THE PRIMARY GOAL OF THIS PROGRAM IS TO PROVIDE FIELD TECHNICIANS
WITH CALIBRATED GPETE THAT MEETS THE TECHNICAL SPECIFICATIONS
REQUIRED BY THE RESPECTIVE SYSTEM SUPPORT AGENT (SSA), SYSTEM
DEVELOPMENT AGENT (SDA), AND PREVENTATIVE MAINTENANCE MANAGER.
CENTRALIZED MANAGEMENT OF GPETE WITHIN THE ORGANIZATION IS VITAL TO
THE DELIVERY OF TIMELY REPAIR, CALIBRATION, MODERNIZATION, AND
DISPOSITION SERVICES. CONSEQUENTLY, A SIGNIFICANT SAVINGS IN THE
AREAS OF TRAINING AND SUPPORT ARE ANTICIPATED AS THIS MANAGEMENT
METHOD WILL ALLOW FOR A PRO-ACTIVE APPROACH TOWARD STANDARDIZATION
AND MODERNIZATION OF THE ORGANIZATION'S GPETE. ACCURATE ALLOWANCING
WILL REDUCE ANNUAL SUPPORT EXPENDITURES AS EXCESS GPETE IS IDENTIFIED
AND REMOVED FROM SERVICE.
4.  EFFECTIVE OCTOBER 1, 2007, THE PROGRAM OFFICE ASSUMED FLEET
LOGISTIC SYSTEM (FLS) CONFIGURATION DATABASE MANAGEMENT ROLES FOR
UNITS THAT HAVE COMPLETED A GPETE INVENTORY VERIFICATION.  PER
REFERENCE B, ALL MLC SUPPORTED UNITS ARE REQUIRED TO MAINTAIN
ACCURATE CONFIGURATION DATA WITHIN FLS, INCLUDING ELECTRONIC TEST
EQUIPMENT RECORDS. DIRECTIONS FOR VIEWING UNIT FLS CONFIGURATION DATA
MAY BE OBTAINED AT THE TEST EQUIPMENT PROGRAM CGCENTRAL HOME PAGE:

CORRECTIONS WITHIN THE FLS DATA BASE SHALL BE ROUTED TO THE PROGRAM

5.  GPETE CALIBRATION WILL BE CONDUCTED AT ACCREDITED LABS IDENTIFIED
BY THE PROGRAM OFFICE FOR THE RESPECTIVE UNIT. THE PROGRAM OFFICE
WILL PROVIDE DESIGNATED CALIBRATION LAB INFORMATION, DIRECTIONS, AND
CONTACT INFORMATION ON THE UNIT'S MONTHLY AND QUARTERLY SCHEDULE.
CALIBRATION, REPAIR, REPLACEMENT, AND MODERNIZATION COST ESTIMATES
ARE DEPENDENT UPON AN ACCURATE INVENTORY OF EACH UNIT'S ELECTRONIC
TEST EQUIPMENT CONFIGURATION WITHIN FLS. IN ADDITION TO INVENTORIES,
CURRENT CALIBRATION DUE DATES, VALID GPETE POINT OF CONTACT (POC) AND
SUPERVISOR POC INFO (OPS, EMO OR SENIOR ET/EM) FOR MONTHLY AND
QUARTERLY RECALLS ARE REQUIRED TO ENSURE SEAMLESS COORDINATION
BETWEEN THE PROGRAM OFFICE, CALIBRATION FACILITIES, AND THE SUPPORTED
UNIT.  IN ORDER TO ENSURE THE ACCURACY OF TEST EQUIPMENT
CONFIGURATION DATA AND INVENTORY SCHEDULING, CALIBRATION LABS WILL BE
PROVIDED A MASTER INVENTORY OF EACH UNIT'S GPETE INVENTORY (EXTRACTED
FROM FLS) AND WILL ONLY BE AUTHORIZED TO PROVIDE SERVICES FOR THOSE
ITEMS.  UNITS THAT SUBMIT GPETE FOR CALIBRATION THAT IS NOT ON THE
MASTER INVENTORY WILL BE REQUIRED TO USE UNIT FUNDS TO PAY FOR ANY
SERVICES RECEIVED.
6. GPETE REPAIR, MODERNIZATION, AND DISPOSAL REQUESTS SHALL BE
INTIATED BY THE UNIT USING THE TE HELP E-MAIL ADDRESS.  THE PROGRAM
OFFICE WILL DETERMINE THE MOST EFFECTIVE METHOD FOR REQUEST
FULFILLMENT BASED ON UNIT NEEDS, GPETE SERVICABILITY, AND AVAILABLE
PROGRAM FUNDING.
7.  SPETERLS ARE THE GOVERNING DOCUMENTS FOR DETERMINING GPETE
ALLOWANCES. SPETERLS ARE BASED ON THE ELECTRONIC PRIME SYSTEMS BEING
SUPPORTED BY THE UNIT. MOST SPETERLS HAVE ALREADY BEEN DELIVERED. ANY
UNIT NOT CURRENTLY IN POSSESSION OF THEIR UNIT-SPECIFIC SPETERL
SHOULD CONTACT THE PROGRAM OFFICE DIRECTLY VIA THE TE HELP E-MAIL
ADDRESS. SPETERLS SHOULD BE REVIEWED FOR ACCURACY BY THE UNIT
SUPERVISOR TO ENSURE THAT MODELS AND QUANTITIES REQUIRED MATCH ACTUAL
UNIT NEEDS, AND PROVIDE FEEDBACK TO THE PROGRAM OFFICE AS REQUIRED.
TEST EQUIPMENT NOT REQUIRED TO CONDUCT MAINTENANCE OR REPAIR OF PRIME
SYSTEMS LISTED WILL BE CLASSIFIED AS EXCESS UNLESS A VALID USE IS
IDENTIFIED AND REPORTED TO THE PROGRAM OFFICE. EXCESS TEST EQUIPMENT
WILL BE EVALUATED BY THE PROGRAM OFFICE FOR RE-DISTRIBUTION OR
DISPOSAL.
8. THE FOUNDATION FOR THIS INITIATIVE HAS BEEN ESTABLISHED.
CALIBRATION LABS HAVE BEEN FUNDED TO CALIBRATE USCG GPETE.  A REPAIR
FACILITY HAS BEEN IDENTIFIED TO COMPLETE THOSE REPAIRS THAT EXCEED
THE 14-DAY CALIBRATION TURNAROUND TIME REQUIRED BY THE TEST EQUIPMENT
PROGRAM.  A LOAN POOL OF READY FOR ISSUE GPETE ITEMS HAS BEEN
ESTABLISHED TO FILL SHORT TERM REQUIREMENTS AND PROVIDE PERMANENT
REPLACEMENTS FOR UNITS THAT HAVE GPETE WHICH CANNOT BE REPAIRED
WITHIN 14 DAYS.  BASELINE SPETERLS HAVE BEEN DEVELOPED FOR SUPPORTED
UNITS.  THE TEST EQUIPMENT PROGRAM HOME PAGE ON CGCENTRAL IS BEING
UPDATED REGULARLY WITH INFORMATION SUCH AS THE LATEST TEST
MEASUREMENT AND DIAGNOSTIC EQUIPMENT INDEX, WHICH PROVIDES THE USER
WITH STANDARD GPETE MODEL AND ASSOCIATED PRIME SYSTEM INFORMATION. A
TEST EQUIPMENT PROGRAM USER GUIDE IS UNDER DEVELOPMENT.  A REVISION
TO THE TEST EQUIPMENT SECTION OF REFERENCE C IS BEING PREPARED TO
REFLECT PROGRAM CHANGES.

8.  ADVANCEMENTS OCCUR BASED ON ACTUAL VACANCIES IRRESPECTIVE OF
THE CUTOFF.  ENLISTED CUTOFFS ARE DESIGNED FOR PLANNING AND
GUARANTEE ADVANCEMENTS TO THOSE PERSONNEL AT/ABOVE THE CUTOFF,
BASED ON PROJECTED VACANCIES DURING A SPECIFIC PERIOD OF
ELIGIBILITY.  AS NEW INFORMATION BECOMES AVAILABLE, THE NEED TO
PUBLISH MODIFIED CUTOFF NBRS IS EXAMINED.
9.  PERSONNEL ARE REMINDED THAT THOSE PERSONNEL WHO APPEAR ON TWO
SWE ADVANCEMENT LISTS AND ARE EITHER OFFERED ADVANCEMENT OR
IDENTIFIED FOR ADVANCEMENT FROM THE EARLIER SWE ELIGIBILITY LIST AS
A RESULT OF A REVISION TO THE CUTOFFS, ARE REMOVED FROM THE LATER
SWE ELIGIBILITY LIST IN WHICH THEY COMPETED.
